The full terms of reference for the Council are set out in Part 7 of the Council’s Constitution, located in the Library section of this website.

The Council comprises all 60 elected members and meets around 6 times per year.

The Council:

·         decides upon major policies and high level strategic plans;

·         approves the Constitution and amendments to it;

·         appoints the Mayor; Leader of the Council, Committees and Committee Chairs and Vice-Chairs;

·         confers Freedom of the Borough status and Civic Awards;

·         deals with matters relating to proposed legislation, byelaws and elections;

·         debates motions put forward by the political groups represented on the Council;

·         provides a forum at which Councillors can ask questions of Cabinet Members and Chairs of Committees; and

·         provides an opportunity for members of the public to make statements about Council policy and to present petitions and deputations.
