NORTH LONDON WASTE PLAN REGULATION 19 PUBLICATION

Decision:

Cabinet:

(1)  approved the proposed submission version of the North London Waste Plan (set out in Appendix 1 of the report) for publication, consultation and subsequent submission to the Secretary of State for independent examination; and

 

(2)  delegated any minor alterations to the proposed submission version of the  North London Waste Plan, considered necessary as a result of the Regulation 19 consultation or arising during the examination to the Director of Regeneration and Growth, in consultation with the Portfolio Lead Member for Economic Growth and High Streets.

 

OPTIONS & ALTERNATIVES CONSIDERED

 

There is a legal requirement for the Council to draw up a waste management plan and the Council’s adopted Core Strategy provides that this will be prepared jointly with partners across north London. The need to plan for waste is an important requirement. The EU Waste Framework Directive requires waste planning authorities to have waste management plans in place and any fines for non-compliance with the Directive can be passed, in part or in full, onto local authorities. This is so where the Minister is satisfied that acts of the authority caused or contributed to the infraction of EU law.

 

In January 2011, the Government wrote to waste planning authorities reminding them of this. There is therefore no other option but to prepare a waste management plan.

 

Joint working is still considered the best way forward as site identification is easier over seven Boroughs and it is more cost effective to complete the plan jointly. There is also a long history of joint work on waste matters between the seven Boroughs.
