Application for a premises licence.

Minutes:

1.            On 22 September 2010, the Licensing Authority’s Gambling Sub-Committee considered an application by Betfred for a new premises licence under section 159 of the Gambling Act 2005 in respect of 134 High Street, Walthamstow, London E17 7JS.

 

2.            The Sub-Committee considered the information contained in the application, including an amended plan following discussions with the Police and additional brochures, the written representations received from a Responsible Authority, oral evidence and submissions from the applicant’s legal representative.  The Sub-Committee was mindful that three licensing objectives underpin the functions of the licensing authority, namely:

 

·              Preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime

·              Ensuring that gambling is conducted in a fair and open way, and

·              Protecting children and other vulnerable people from being harmed or exploited by gambling.

 

3.            There are a number of betting shops in the vicinity of the application site. Written representations were received regarding police call outs from these betting shops in the period 30 July 2009 to 30 July 2010 and a further 3 incidents reported in August 2010.  Submissions were made regarding the statistics, and questions were posed regarding the applicant’s security measures.  It was noted that some of the shops in the vicinity of the application site have no callouts. In the course of oral evidence the applicant’s security manager commented that occasionally customers pay for damage.  The Sub-Committee, in determining the application gave particular attention to the first objective of preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime.

 

4.            The Sub-Committee were informed orally about the security measures, with onsite and off site technology, staff training, the security manual, the Safe Bet Alliance Code.  The security measures include protective screens for staff, a Mag Lock system, a customer image recognition system linked to all shops and CCTV and a silent alarm to an off-site security unit which is able to view and speak over the tannoy from a remote location.

 

5.            The Security Manager explained that the images captured by CCTV recordings are of high quality.  He stated that on many occasions such images were used to assist the police.  In answer to questions the Security Manager explained the use of customer images being circulated and that staff and managers banned customers, in some cases from all Betfred shops, with the banning order being enforced with the image of the particular customer being circulated to all shops and being available to staff.
