ELECTION OF MAYOR

To elect a Councillor to serve as Mayor of the London Borough of Waltham Forest for the Municipal Year 2019/20.

 

Following their election the newly-elected Mayor may address the Council.

It was moved by Councillor Coghill, seconded by Councillor Siggers and

 

RESOLVED unanimously that the Council records its sincere thanks to Councillor Sally Littlejohn for the eminent service she has rendered as Mayor of this Borough during the Municipal Year 2019/20, and to her consort Martin Riches; her spiritual guide Pastor Birkett Bennett; and to the Mayor’s Youth Team including Luke Doyley, Luke Wilmoth, Gulcin Sariyildiz, Josh Robinson and Faith Agbar-Butler for the able manner in which they have discharged their duties. 

 

The Mayor provided Members with a presentation reflecting on her year in office and her many engagements, and praised the work and support of the team of people around her, making special mention of Stephen Myhill, the Mayoralty Support Officer.

 

It was moved by Councillor Coghill, seconded by Councillor Limbajee and

 

RESOLVED unanimously that CouncillorChristopher Robbins CBE be elected Mayor of the London Borough of Waltham Forest until her successor is appointed.

Councillor Littlejohn invested the newly elected mayor with the Badge of Office.

 

Councillor Robbins then signed the Declaration of Acceptance of Office.  He presented Councillor Littlejohn with a past mayor’s badge. 

 

Councillor Robbins then addressed the Council.  He congratulated those Councillors who had completed their first year of office, and made particular mention of Councillor Terry Wheeler, who was completing 38 years as a councillor.

 

The Mayor announced:

 

(a)  that the Mayoress would be his wife Shelley Stuart Robbins;

 

(b)  that his Consorts would be his daughters Emma Lucy Sinclair and Victoria Graham-Russell-Robbins;

 

(c)  that during his term in office he planned to support as many charities as possible, but in particular Parkinson’s UK; and

 

(d)  the launching of the Mayor’s Young Enterprise Fund, reflecting the Life Chances Strategy set out by the Leader, aimed at supporting entrepreneurs between the ages of 16 and 25, with sponsorship from the business community across Waltham Forest and beyond.  The Mayor thanked Councillor Simon Miller and his team for their work, and Councillor Clare Coghill for her endorsement as Leader.

 

The Mayor invested the Mayoress with her insignia and chain of office; and invested his Consorts with their insignia.

       (a)           appoint standing committees for the Municipal Year 2019/20;

       (b)           decide the number of seats on all committees;

       (c)           determine the allocation of seats on committees to party groups, in accordance with the political balance rules;

       (d)           appoint councillors to sit on committees in accordance with nominations made by the Group Whips as set out in Appendix B to the minutes;

       (e)           appoint the chairs and vice-chairs of committees for 2019/20 also as set out in Appendix B;

        (f)           appoint councillors to serve on the other Council bodies also listed in Appendix B;

       (g)           agree that the terms of reference of Standing Committees for 2019/20 shall be as set out in the Council's Constitution;

       (h)           agree that all councillors will be appointed as supernumerary members to substitute when a named member of a committee is unable to attend a meeting, in accordance with the Council's scheme for the appointment of substitute members; Group Leaders or Group Whips being able to agree substitutions in respect of members of their party groups; and note that in respect of the Health and Wellbeing Board, Executive members may be substituted only by other members of the Executive; and that in respect of any Overview and Scrutiny Committee, Executive members, junior Cabinet members and the Chair of the Audit and Governance Committee  cannot serve as substitutes. (Note: The supernumerary arrangements do not apply to the Cabinet);

         (i)           agree that any consequential amendments to the Constitution arising from these decisions are to be finalised and published by the Director of Governance and Law.

It was moved by Councillor Loakes, seconded by Councillor Lacey-Holland and RESOLVED unanimously that the Council:

 

(a)    agree the delegation of non-executive functions (as defined by the Local Authorities (Functions and Responsibilities) (England) Regulations 2000 (amended) to officers as set out in:

                      i.            The Council’s Constitution and

                     ii.            The General Scheme of Delegation appended to the report;

(b)    agree that all officers with delegated powers have power to further delegate those powers to other officers under s.101 of the Local Government Act 1972 or as provided for by any other legislation and may agree a scheme of delegation to officers for their service areas.

(c)    delegate to the Director of Governance and Law the power to make and publish the necessary changes to the Constitution and Scheme of Delegation to give effect to these decisions.
