Cabinet approval is sought over proposals to restructure the senior management structure of the Council and realign the organisation’s services with the Council’s priorities.


Martin Esom, Acting Chief Executive, advised Cabinet that in regard to the Director of Finance post, its creation at this stage would be premature and that it would be better to wait until the new Chief Executive was appointed, before the position was filled.   He added that this course of action was proposed as it was felt that the new Chief Executive would wish to be involved in the appointment of the Director of Finance, and also because the areas of responsibility of the Director of Finance post had not yet been decided.


In response to a question from Clyde Loakes, Portfolio Holder for Environment, the Acting Chief Executive stated that John Raisin, Interim Assistant Director of Finance, would assume the role as the Council’s designated section 151 officer until the Director of Finance post was filled.


Cabinet AGREED:


(a)  The restructuring of the Council’s senior management structure (Tier 1 and 2), as set out in Appendix 2 to the report.


(b)  To the deletion of the post of Director of People, Policy and Performance with immediate effect, subject to notice period.


(c)   To the creation and immediate recruitment to a Director of Human Resources and Organisational Development post to report directly to the Chief Executive (at tier 3).


(d)  To the termination of the agreement between NHS Waltham Forest and the London Borough of Waltham Forest for the joint Director of Finance arrangement, and to delegate power to agree the terms of this termination to the Acting Chief Executive.


(e)  Upon the completion of (d) above, to delete the joint Director of Finance post.


(f)    That the Acting Chief Executive put in place appropriate arrangements for the proper administration of the Council’s financial affairs following the deletion of the joint Director of Finance post, including the designation of an officer as the Council’s section 151 officer.


(g)  That the incoming Chief Executive formulate proposals for the future proper administration of the Council’s financial affairs, and the management and stewardship of the Council’s resources, as a matter of urgency following his or her appointment.


Cabinet NOTED:


(a)   That a member committee would be established to determine the impact of the proposals in (a) to (e) above on the affected individual chief officers and deputy chief officers.


(b)   That further reports would be submitted to Cabinet detailing the next phases of the restructuring process and seeking approval where required.


(c)   That consultation has begun on proposals included in phase 2 of the Council Reorganisation, and that detailed proposals will be presented to Cabinet for decision once this has been completed.


The Leader of the Council reported that a letter from Paul James, joint Director of Finance, had been received by members of Cabinet, in which he said that he had been proud to serve as the joint Director of Finance, and thanked members and officers for their support during his period of employment in the post.
